GameTalk - Smugglers
Every day on the news, you can find examples of smuggled, hidden, and mis-represented cargo to move arms traffic from state to state (not just to non-state actors). How does one wargame the quasi-legal-but-thoroughly-misrepesented global arms trade to show the way that governments move weapons around the world?

On a related note...I am currently designing a scenario for a certain modern-war squad-based tactical warfare game involved a hi-tech (ie: something other than an AK or RPG) weapons cached that is being / has been smuggled into a destabilized region. I am toying with the idea of having multiple teams drawn to this target, but since I want to respect the game's "two-person" mechanic, I am struggling with the mechanics of having one player control two antagonistic sides.
