"Training in Garrison" is an oxymoron. The best you'll get in garrison is individual sustainment training. Collective training only happens in the field. Of course the Army would have you believe that Maintenance=Training and Training=Maintenance.

That would mean that any training completed in a simulator or with a simulation is not training according to you.
As for maintenance equals training, anyone in a mech unit knows maintenance is training, unless they are only light and feel the assignment in the mech world is temporary.

No, it's still training - there's just limited collective training value. Simulators are great for individual skills, but collective skills are very hard to train in simulators.
