In related news following up on Brant's post earlier about pre-emptive cyber-warfare, the New Yorks Time recently ran a story on US/Russian and UN talks on a cyber-warfare treaty.
It's interesting that the Russians have been pushing for a cyber-warfare treaty, since they are known to have engaged in offensive cyber-warfare against Estonia and Georgia.
