Fallout from the recent sinking of the ROKS Cheonan by a North Korean torpedo attack is landing on senior South Korean officers, including 13 generals who face punishment.
South Korean investigators are recommending that 25 military officers face punishment for mishandling a North Korean torpedo attack, which sank one of Seoul's warships.
Among the list is the chairman of the Joint Chiefs of Staff, Lee Sang-Eui.
South Korean state inspectors say they have found serious flaws in the military's combat prevention and preparedness while investigating the sinking of the warship by a North Korean submarine.
They also say navy commanders are distorting facts about the warship sinking and are delaying reports to higher commanders.
The inspectors have recommended 13 generals, 10 officers and two civilian ministry officials face punishment.
